I bought some of these off ebay and it's basically like light painting. Exposure time was 8 seconds with a flash at the beginning and I would walk around with the light waving it around. This is actually almost 20 photographs stitched together. The 'skeleton' alone is 7, 'grass' about 3 or 4, red 2-3 and blue 2-3. I just put their blending mode on lighten and masked around where there was no wire for each still.
This one I went a little overboard really in the layers. I plan on creating some more subtle versions which work better with the surrounds and whatnot. There are many more colours available to buy, but I only have the four colours seen in the above photo. Each one costs about $5 for two metres and runs off AA batteries
