AGING TECHNIQUES

Is there a way to age a person's facial appearance? Especially an actor who is a way off from starting to get wrinkles?
 
Many factors contribute to creating the illusion that a person is aged.

Wardobe. - Dressed appropriately according to their age.
Props/Location - The surroundings are as important a method to illustrate a persons lifestyle, and often their age, as anything else.

Art departments are full of magicians.

Make-up artist/Prosthetics. This is the key. Convincingly, both require extensive practise and experience to master. However, it can be achievable with just the former, pending on the extent of the ageing.

Don't rule out Post work. There is no end to what CGI/FX/Colour can do.

Depending on the ages (original actor and age needed) make
up is the way it's usually done. I didn't even know aging could
be done through CGI or post production. Is that an actual
possibility available to the no budget filmmaker?

Aging a 20 year old to 40 is very difficult, especially on digital
video - an experienced make up artists will be needed. Powdered
hair look fine on stage, but not in close ups. Traditional make up
doesn't even cut it with HD cameras.
 
We recently aged a 35 year old actor to 85. Spent about $400 on materials (custom built prosthetics) and a makeup pro who donated her skills. Wish we had used an 85 year old actor...it's really obvious. But since we didn't, I wish we had kept wide for this actor's entire part. The closeups almost sink the film.

You could get away with a lot more before HD.
