DSLR's are still cameras. and a camcorder is a video camera.
the ups and downs depend on what u want ur end result to look like and how much money you have.

well ... what i want ?
to start making some videos , upload to youtube , improving my shooting skills , shooting some baisc mini films , improving my knowledge of how to work with light to produce good video ,
a few feature films maybe .
budget is very baisc ...
camera 1000$
like 50$ to light ( too low ? or is room light fine ? )
and a tripod .
missing any thing ?

Don't forget the cup-holder for your tripod.
