When designing my webpages for my site, how can I set a link up to open in a new window?

Okay....I can't get it to work.
As a test, can one (or both) of you please enter the code as I would use it. Then it will be easier for me to understand...

I'm an idiot. I've had this web design program for like 6 months...it had an "open page in new window" option the whole time!!! I'm retarded. Thank y'all for helping me anyway!!
