Newbie In video creation - editing

i am new in video editing (well not so new) but i dont have professional experience

but i dont know which software does that
i work with adobe after effects but i know only basics
any help?

For this type of video, After Effects is probably your best bet.

After Effects is perfect for doing that. There are dozens of title templates
you can try - you can even do it with the basic titles. Have some some
experimenting.

what effect? at what point in the video?

fading can be done with keyframes. It is not an effect from the effects menu.
