No one can tell you what is best for you. You know your strength (and
weakness) as a writer better than any of us here. The good news is
writing doesn't cost you any money - only time. You can write a draft
and if it isn't what you want it to be you can write another draft. You
can keep doing that until you find the direction that works for you and
showcases your strengths as a writer.

This is the point in the whole process when you get to just fool around, do whatever you want, try different approaches and not worry so much about the long-term future of the idea. Enjoy that.

I find that as I begin writing, the concept starts to lean in a direction. While it's helpful to plan out the concept, I find that I need to be flexible. Your work WILL go through many revisions. And it gives you a chance to take it in a variety of directions.

There's an exercise some teachers give to the film school students: They give them a concept and ask the students to write the same concept in different genres.
Why don't you develop the concept as a comedy and as a documentary/mocumentary and decide which one is the best.

That's a tricky line to walk though. You don't want to have one overwhelm the other so much that it feels out of place.
