Who foots the bill?

If a film is being shot in another state, city, country; who "foots the bill" for the production team's hotel stay?

I would think that billeting(is that MSed/right word) would be part of production costs. IMO it would come out of the invested funds, unless there was a prior arrangement with the crew.
 
To rephrase Murdock, all of the costs relating to the maintenance of the cast and crew - food, lodgings, transportation, insurance, security and medical - comes out of the production budget, and should be included in the projected production costs analysis.
