You could probably replicate it with skin coloured latex - make the individual webbed bits to go in between the toes, and then stick them to the feet with liquid latex. The hardest parts would probably be getting the colour right and not having them fall off every time the actor started walking.

chilipie is almost correct.

I've done it several times - liquid latex. Actually, the hardest
part is getting the latex thin enough to be a little translucent.
Attaching it to the foot is easy as is getting the right color.

So you get a solid piece of latex and use the liquid latex as glue?
 
You can use the liquid latex to make the skin, too.

Just smear it smoothly onto a smooth surface (such as a mirror), and let it dry. You can peel it off later as a piece of "skin".

You can also apply it directly to skin, if you want to "tease" it out... very popular with ripped skin/zombie looks.

If you need specific body parts or effects, look up "latex appliances". These are prefabricated pieces, such as bullet wounds, whatever. Useful to have those if you need continuity over time.

I dunno anything specifically about webbed feet.
