editing trailer question

For most trailers I have seen, they always have this either PG or R rating in the beginning. When do people get the rate of the movie done? How? I notice they are rated by Filmrating.com or mpaa.org?

It's "voluntary"; however it really boils down to industry politics. Some decline to submit to the rating system due to potential effects on revenues (NC-17) but it's rare., Ratings have basically become a de facto compulsory status in the industry.

You pay to have your movie reviewed and rated.
