Please tell me:

What legal requirements a production company has to comply to start shooting:

- for cast and crew: insurance, worker compensation?
- for shooting (insurance)

My workers comp policy was through Travelers, and cost $390 (it was part of a larger package of coverage ).

Most locations require proof of insurance, even if they don't charge yo for the use of the space.
$1 mil per incident, $2 mil total is a pretty standard requirement.
We also had to show proof of insurance to companies from which we rented equipment.
 
It depends a lot on local laws, specific locations and what they require and wether or not you sign a union agreement for cast or crew. Check with your local film commission for the first two, the location owner if your location is private property and if you signed a union agreement, you would know what your obligated to do.
 
ALSO - I just double checked, and that was contingent on the fact that I used a payroll company, and they had insurance as well. I don't have a break out from them as to what part of my cost with them was for insurance.

So my price is low...sorry for misstating originally, I just now went back and reviewed the paperwork.

I have more or less the same schedule than you. Was worker comp did you use?
My actors work for free so no payroll for me.

I've heard from a Columbia MFA in Film producing that in NYC if your actors are non-union you don't need worker comp. Is that true?

My actors were union, so can't comment on non-union.

Of course, as others have mentioned/implied/suggsted, there's always a big differenece between things that are "required" and those that are absolutely unavoidable in low/no budget filmmaking.

I'm very interested by your opinion: what would you state as 'unavoidable'? The liability insurance?
Are you saying that worker comp is avoidable?

I just really don't feel like becoming an employer... I'm a director not an employer...
 
Yes, they are avoidable. You don't have to have them to produce & film a movie. Be careful and really if you are worried then have them sign release of liability waivers.

of insurance at all. Hundreds to just that all the time. It's not
recommended, but it's done.
 
Usually it's the rental places that want to see proof of insurance. Nobody wants to rent out their camera equipment without insurance.
If you don't have money to sue for then I suppose you could shoot without insurance in case someone falls off a ladder, gets injured or dies.

Yep.
I generally pay people, but have never (because I couldn't afford it) had insurance. My rental house just charges a 10% premium on top of the rental fees to add insurance. I plan on getting it in 2013, just hasn't been in my budget.
