Some Ogg files won't convert. Why?

When I stick a bunch of ogg video files through a batch converter, about half of them convert fine. When I load the others into my editing software, I get a message like: "general import error" or something similar. I can't remember the exact wording.

So why do some convert OK, and others not? Are there different types of ogg files? I know the files are OK, as they play fine on VLC player.

I'm using Any Video Converter, and files from Wikimedia commons. I'm going to try and find a different converter.

Here's one of the ones that won't convert:

Any ideas?
