State film commission is probably your best bet.
We have one here in Nashville (The Green Mile was shot there).

The one here would probably run you about $2000 a day or so. That's $300 to $400 a day or so for a million dollar liability policy with the owner as co-insured, $200 a day for the security guard the owner provides, but you have to pay, $500 a day or so for the actual rent, and $500 + a day to rent a ginny truck because there is no power.

In other words, you might want to reconsider.
 
Check out court houses that have holding cells. Safer than using a prison, and empty a lot of the time.

This is for the cells, not for the common areas, yard, etc.
 
Yeah, with some "movie magic" and only needing to show one cell, no common areas or anything it get's much easier.

I'm in the hell right now of trying to find a motel lobby for 6 to 8 hours, anytime day or night, for less than $500 right now. We've been working on it for weeks and probably talked to 15 motels, no luck. Location scouting is the suckiest thing ever.
 
Thanks all. Aargghhh!!!!!!!!! I guess I'll have to reconsider the prison idea; I'll look into the court houses. The three locations are the condemned's prison cell, the common room where she'll say her final goodbyes, and the exterior (protestors).
 
The bad news is, here in Los Angeles no prison will allow
you to shoot. the good news is, here in Los Angeles there
are a dozen of standing sets that you can rent.
