Ok i bought a panasonic nv gs500 the other week and shot some footage on it. I captured it in college to find that it had a frame rate of 30 fps and resolution of 720 by 480. shit this is the american format whereas i need to edit in pal and watch on a pal tv. Now is this the camera? can you change the settings on the camcorder to pal, or have i simply just gone and bought an Ntsc camcorder

You cannot change the setting - you bought a NTSC camera and that's all it will record.
looks i'll have to sell it, and get a pal, never mind at least i can get a low end hd camera or something
That looks good mate, does this work well does it? no drops in resolution or anything, and i can even convert to film frame rate?
I don't get how you could convert pal to ntsc though, thats like somehow making an extra 5 frames per second that you haven't shot
They do something similar when converting film to video using "pulldown".

Your eyes using a phenomemon called "persistance of vision" won't notice the extra frames when it's played back at the full rate.
Ok guys is it worth just keeping the NTSC camera and buying dv film atlantis? I'll have to capture into Ntsc premiere export it as an avi and then import it into DV atlantis and then convert it before reimporting it back into a pal premiere
Honestly, the fewer the steps in your workflow, the better. I would capture NTSC, edit NTSC, and then convert as the last step in the process.
I use Grass Valley Edius 5 for this. Edius is a NLE that will convert your NTSC to PAL on the fly. Just put it on the timeline and out put as PAL. It does a great job with no noticeable loss. I do this myself.
