Someone recently listed a couple of free Linux NLE's; try looking for that.
As far as Windows & Mac, you can get the basic versions of just about any NLE for roughly $100 - not free, but a big savings over the complete packages that will do the majority of what most non-pro editors will need.

The big two to look at would be cinelerra and KDEnlive
Also, Blender3D, which is a 3D modeling/rendering/etc program has some NLE functionality built into it, but apparently it's a bit convoluted. The benefit of course is that it's free and available for Windows, Mac, and Linux.
