How to obtain police photos/report/911 call

Hello-
I'm in the early stages of producing a doc about my best friend who was murdered just over a year ago. He developed adult schizophrenia and the disease was a contributing factor to his death.
I'm looking to obtain medical reports and files. Can an MD or psychologist openly discuss a patient after they are deceased? My friend has no next of kin and his mother is willing to help out with permissions and birth/death certificates.
Does anyone know how to get crime scene photos, police report, 911 calls or if I can get a member of police to discuss on camera details? It was an open and shut case, no trial and within hours determined to be self defense. I would think this would make some of this a bit easier.

Any help would be appreciated!

Not that I really know anything, but my suggestion would be to contact someone in the office of the District Attorney. My guess would be that they would have overall jurisdiction of the case and therefor have the authority to release or withhold the information. You should probably get an attorney of your own - or at least an advanced law student - to guide you through the process.

Some will - especially with the parents request. Which
you seem to have. Ask the MD and/or psychologist
involved what their policy is.

You ask. That's the best way to know if you can get
these items. Most police departments have PR people.
The smaller ones who don't have officers who are
there to field requests from the public. Most DOJ's
have PR departments. Again, the smaller ones might
not, but will have people who answer these types
of requests.
