Why is panning so difficult to get right? Even with a fluid head?

Have you tried the rubber band trick?

Don't pan with your hand, put a rubber band on the head and then pull on the rubber band to create the panning motion.

I've never tried it myself, not much camera op experience but I've heard it recommended via youtube videos.

Maybe a more expensive tripod head would render it unnecessary.

The rubber band trick does work but still takes a while to get used to it. I have just been getting a lens with image stabilization on it and that take most shake out of the image. Wish all my lenses had it now.

Good points, sfoster. Maybe if I practice more it will get better.

IS would be nice. I wish that too, Robert. Alas, my stuff is all Canon and I guess their lenses with IS are all or mostly L glass? So above my pay grade.
