Maybe, maybe not. Reading the article, it seems she will inherit Bond's mantle while Bond goes into exile or retirement. This seems like a trial balloon, so, depending on the public reaction, she may turn out to be 008 while 007 is away, like Supergirl and Superman.

If it were up to me (but nobody's asked me yet), I'd use a 00 that hasn't been used or referenced yet in a movie, which means no 6, 7, 8, 9, or 11. And I doubt they'd want to use the name "Jane Bond" (although I think they finally got away from that balloon), since that's a British porn actress who brings new meaning to the term "shaken, not stirred".
