ext shot of historic bldg - town hall?

I am going to assume I need permission for filming anything reguardless....There is a historic bldg here that is run by the town. It is funded by admission fee's / donations and tax dollars because its also a museum.
If I wanted to prop the small camera on a tripod and shoot the exterior of this place...who would I ask for permission to do this? The town hall?

Or

Because I am shooting just the exterior from the public road would I not need permission?

The footage would be shown on local access tv here.
I doubt there would be a problem...however there might be if the film were about some bad goings on inside that old building.

I think I will have to find out the who's who in the town hall. I don't image anyone would have issue with just an exterior shot. Really, its a nice Victorian building...and the interior is very nice if they ever let anyone use it - but it has poor lighting and poor eletrical set up and no bathrooms - but thats besides the point. For what I want, it was just the exterior.
