Exporting adding a lot of noise to footage

I'm exporting a short film (4 mins) from Premiere Pro. There are a lot of dark shots in it, but in the edit it's very crisp and has very little noise.
Every time I export it, the film suddenly has a lot more noise and it's noticeable to the point where it might ruin any viewing of the film.
I've tried exporting five or so times, using different settings and following instructions on the best way to export and keep it in the highest quality but nothing seems to leave it without added noise.

Has anyone else had this problem?
Any advice on how to fix it?

you're going to have to provide more information... no one knows what export settings youre using or what codec your footage is being edited in..

h.264 is THE codec for uploading stuff to be exhibited online.
There is usually a slider for poor quality to best quality depending on how large of a file size you want.

I suggest posting as much info as possible about your editing footage and your export settings.
