The showrunners as we know are those to thank for two of CW's shows The Flash and Arrow. So a CW actress (and one that's from one of their bigger known IPs) has a pretty good chance of having their attention. Especially when she physically fits the role.
Having watched Vampire Diaries (albeit just because it was on before other CW shows I liked and never changing my channel from CW) I think it was a very well acted show.
