cinematography Color Correcting

I was just wondering how some films achieve a certain color scheme throughout.

Something like Eternal Sunshine Of The Spotless Mind, I really liked the colors in it.

Is this something you do with the camera or during editing? I know that the scenes were manually focused to achieve the bland look.
