Camera head shots question

Hi,

I'm about to make my first short film, it's supposed to be a 3 minute piece. However I'm looking for the professional term and tips on implementation of the here described shot:

it's the shot which focuses on the head while the actor is moving its centered on the head creating the effect the head is static while the background is moving it's in loads of movies, it was in requiem for a dream during the cop chasing scene, and when the chick has sex with the guy for money and she throws up etc...

As I said any tips on the name of this shot and how it's done would be well appreciated..

Welcome. I think what you're looking for is a reverse POV.

That shot is done with what is usually called a "helmet cam" (link). Most
helmet cameras have the lens pointing away from the operator to get a
POV shot. What you want to do is aim the small camera at the actor.
