editing Bit Rates ? Blender VSE

I have been investigating some of the features of Blender and Im seeing the highest Bitrate I can get from Blender is 14Mbps.

I tried outputting in Quicktime w/o any compression, but it would not work, so I selected h.264 and the resultant Bitrate was 14Mbps. The footage started as 46Mbps .MOV from a T2i. I had my Blender Output settings at H.264 ...Encoding - Quicktime H264 Bitrate 14000 - Rate Min 9000 - Max 14000

Is that too low for any serious quality for any distribution of a project even to DVD only ? OR ...do I need to look more into the settings. I maxed out the Bitrate settings I could find
 
Funny, in his video, he rendered to PNG files, THEN he imported them back into Blender and rendered into a .MOV file


Thanxx, I was wondering about doing it to PNG files if I do any work on video in Blender...I guess I will have to play w/ it & see wassup
