What is a writing sample screenplay?

All "spec screenplays" are used as writing samples. What that means for a
script writer is they use their spec screenplay to show producers their writing
talent. All types of screenplays can be used/are accepted as writing samples.
As Filman mentioned, some producers or agents ask for a "sample" rather than
the entire script. That usually means just a few pages so they can learn about
the writers talent, skill and style.
