Will my movie get an NC-17 if....?

There is a scene where a woman is being tortured, which I was given the idea from the torture scene in Casino Royale. But instead of a man being given extreme pain to his genitals, it's a woman. It's not one of those torture porn movies where it is being done just to show bad taste violence, there is a point to it, and it's part of the plot. Now Casino Royale got a PG-13 for it, but if it is being done to a woman, which means the interrogator would have to go into her womb to cause more pain, would it get an NC-17?

I wouldn't have to show anything down there, but there would be some slight sound effects and she would be screaming in pain, as much as Daniel Craig did. The MPAA has been gender biased on assigning ratings before, so will this be no exemption? I don't want an NC-17 cause that's box office poison. I would like opinions from people who are familiar enough with the rating if that's possible. Thanks.

Okay even though it causes irony, you're right it's not a twist of fate I guess. I meant twist of fate that the torturer got the opportunity. But yeah I don't want to give away a lot. It's just if a twist happens by accident, the twist is less believable. Even if I write it so she gets shot below the belt/belly, instead, while trying to escape, I would still have to show her get shot there, just so the audience knows where the bullet struck. What's worse, showing a woman scream during torture, without the torture being shown below the belt, or actually showing the bullet hit her below the belt?

Well it would be more unlikely of the bullet hitting her the way it needs to during as escape, but I could shoot both when the time comes, then see what's best. How controversial are we talking here though? Lots of movies are just as controversial if not more, and they become huge hits mostly because of dark controversial subject matter. Ever notice how a lot of film companies are afraid to be controversial, but then the films that are, get noticed cause of it? I mean would movies like Seven, The Silence of The Lambs, and Oldboy, really have gotten as far as they did if they played it safe? Of course you need a good script too, but controversy is definitely part of the success.

The tourture is still worse, and completely unexpected/unaccepted in an action film. It doesn't gel well with the genre, it's a scene from a horror film. But then, rules are made to broken...

There's no controversy surrounding Seven, The Silence of The Lambs, or Oldboy (well maybe a little around Oldboy). They do play it fairly safe, especially within the realms of their respective genres.
 
Well my idea is more like a suspense thriller, with the one scenario itself being something out of a horror film. But I wanted to take this idea and make it an action film also, cause I like the idea of crossing genres. I could have her get shot then if that works better. But the bullet hitting exactly where the plot requires it to, on a moving target seems far fetched, even if it's the shooters intention in a split second.

Now, anybody can create a NC-17 movie, it really doesn't take effort. What does take effort is having a great story to go along with it. I loved Devils Rejects, and although I am not sure how true this information is. I heard that it went through the MPAA 8 times before it finally got an R rating.

In short make a movie however you want, I wouldn't worry about the rating it gets. unless you are being talked down from an R rating to a PG-13 rating so more people are able to buy tickets. In that case I would say that would be selling out

but then again, if the information is true about Rob Zombie having to get an R rating instead of his NC-17 to be able to show it in theaters, isn't that the same as changing it from R to Pg-13 to get more people to buy tickets?
