Who would be hired/commission to create these effects/this footage?

I was recently watching an instructional video by DSLRGuide on youtube about the creation of music videos, and during the video --video effects called "overlays"/video footage filmed for "overlaying" was mentioned and briefly shown. The owner of the youtube account filmed the footage himself due to budget constraints I believe, but who would normally be hired to commission such footage for the same purpose? Below is the video mentioned above, and the effects/footage mentioned can be seen at the 1:48 - 2:01 and 6:07 - 6:51 marks.
