Does anyone know if there is a website that lets you download free dramatic sounds like Background music or sound effects that are free?

www.SonnyBoo.com is something you should bookmark, if looking for free downloads of many things, including music.
Another great source, which also has a huge selection of sound fx, is www.FlashKit.com .
If you've ever owned Pinnacle software (Studio, etc), reload the software. Many versions of Studio used to come with a "music generator" that was pretty handy. Just set the duration of music you want, pick a style (roughly 40 styles) and hit "GO". Export the audio and import into project.

There's also some free music available at http://composerplanet.com/cgi-bin/wiki.cgi?FreeMusic with a note on rights listed with each track. I haven't checked it all out yet but some of what I've heard has been pretty decent.

Back to FlashKit ... not very well organised, but a lot there. Specifically, the sound fx are found here.
Or spend $10 at the "bargain bin" at your local software store, for a compilation of sound fx. Normally 3000-ish sounds on a disc, and it usually has a handy search engine built in. Sound are not exactly top-notch, but they do the job fine.
Or head to a large record store, like Virgin or Tower. The big ones have sections for sound fx... usually only promoted at Halloween, when everyone wants "spooky house" sounds. They'll have a lot more than just haunted theme CDs though.
The audio CDs may be a bit tricky, regarding usage... be sure to read the fine print on the back. Some audio CDs know what kind of people buy sound fx CDs and are fine with it. Other companies seem to think that people buy them to listen to over & over like a real album, and do not allow usage. Idiots. :roll:
If you're looking to spend some big bucks, head to Sound-Ideas . He sells a lot of expensive licensed sounds (you'll recognise the brandnames, there)... and also a lot of top-notch "other" sounds. Additionally, he introduced a line of CDs of sound fx for Flash-oriented designers, when that was popular. (But still pricey enough to not really qualify for "budget" material... very good stuff, though)

I’ve done a lot of searching for “free use” music, and the results are few and far between. If you’re willing to spend a few bucks, you can get buyout, royalty free music from many, many places. You’ll find it either priced by the track or by the disk, and you can find lots of disks for less than $100, and several for less than $50. Once you buy it, you can use it whenever and however you want for as long as you live.
We're working with Sound Ideas library, specifically the Turner line. Also Flying Hands music.
Now that we're getting ready for broadcast (VOD), we have to fill out cue sheets and submit them to BMI, the music publishers, and the VOD company. We don't have to pay any more, but the idea is that the composers and publishers get paid for the usage by the broadcaster.
Does anyone have any experience filling out these music cue sheets? The process is a tad bit confusing.[/url]
