When to use a tripod and when to use a camera stabilizer?

It all depends on the story you are trying to tell. There are various tools available to a DP/Director and each has their own philosophy and ideas. Some directors move the camera all the time,like complex moves etc. some prefer exact opposite and rarely move camera. Some fall in-between those 2 extremes.

And it depends on schedule, budget etc.
 
I'd say if you're at the level of asking about when you'd use a tripod vs. a stabilizer you probably should just start with the tripod and not worry about stabilizers yet.

I've used tripod. various kinds but they never offered that floating feel that camera stabilizers provide. I have seen lot's of test footage and know that it is the look that I want instead of tripods that have to remain in a stationary position.

Any recommendations for camera stabilizers would be appreciated.
