What's GOP?

I saw this video on Vimeo and I don't know what the "low GOP of 3" means. I tried finding answers through google but there's not much there. Just that the lower the GOP, the more disturbance or noise in the image. Can someone explain this to me?

GOP structure (Group Of Pictures)

Sequence header must be present at the beginning of every GOP
Maximum frames per GOP: 18 (NTSC) / 15 (PAL), i.e. 0.6 seconds both
Closed GOP required for multi-angle DVDs
