editing What Does a VFX Artist Need?

hey all,

im looking to add some effects like squibs and muzzle fire to my hd short film. im kind of new to this so id like to know what would he need to accomplish this? how long should the footage be, in what file format, on dvd? and any idea how much it should cost for each effect?
