Using clips from other films

How much does it cost to use a scene from a film? For example, if a character is watching t.v and lets say the godfather is on. How much does it cost o get the rights? Does it cost anything (possibly stupid question)?

You'll need a good entertainment attorney ($150 - $500 an hour) and a very large bank account. They are usually negotiated on a film-by-film basis.

You can use public domain films for little or no cost as long as you give proper attributions. The Prelinger Archives is a great place to look for public domain films.
