Which do you think is more important for the no-budget DSLR or camcorder shooter? If you had to choose, will the no-budget shooter get more general and all around use out of a good tripod with a pan and tilt head, or with a shoulder rig?
It depends on your style, really. But there enough things you can do with a tripod to make it a worthy consideration. Such as:
-finding roughly the centre of mass of the tripod, holding it there, and using that as a stabilisation system.

and there is also the warp stabilizer in adobe premier, if you need more stable hand held shots (and you're using your tripod as a shoulder rig/stabliser).
For my purposes, I would take a cheap tripod over a cheap shoulder rig, I think it's more versatile. But, if you are not a fan of fixed tripod shots (I know some people here hate that look), then perhaps a shoulder rig is more practical.
I'm thinking about pulling the trigger on this then. manfrotto 502hd-pro-fluid-video-head. Sounds imperfect, but for 199, and I suppose minus the rebate, it also sounds pretty good.
If you are looking for a $200 ranged tripod, this video may help. I got a second tripod because of this, I like the sturdiness of it. But it's not quck release form factor... But for $150 it was really sturdy. I plan to use that for dlr while the manfrotto for heavier camcorders. I got the Davis & Sanford Provista 7518 Tripod w/FM18 Head
