editing Sound Editing Software

Which is the best software (commercial or free) for editing sound files, i.e. trimming dialogue or foley recordings, filtering excess noise etc?

Also does anyone have any tips on synchronisation of video to separately recorded sound (on PC with Premiere/Avid etc).

If you can find a copy of Cool Edit, I'd go with that. Adobe bought it and renamed it to something else, so I'm not sure if the original software is still for sale.
