Small Town Tourisam Video Proposal?

Hey all,
I'm being informally pinged if I would be willing to make a "Tourism Attraction Video." Sure I'm interested, but time is wasting and Id like to get this going ASAP, instead of waiting the weeks\months (Its already been 2 months) that even a tiny town council needs to reach any decision. Id like to give the a proposal, but am not quite sure what such a proposal would include. A script and maybe a list of locations.. but what else?
 
I would layout things like who the target market is, how much the video would help the community, where it could be seen, where it could be repurposed, the different aspects of the town it would include. Things that the town as a whole would care about. No offense but I don't think the town council would care much about a script or who is going to be interviewed, because 9 times out of 10 they aren't going to be able to visualize what they video is going to look like until it is done. You should work on laying out how important the use of video is to others. How it helps people outside get a feel for the town. That at least is what I would do.

The biggest thing will be a focus of the town and why people would want to go there. Putting a proposal together, I would go over all the areas in the city that the town would deem touristy. Maybe there's a community that wants some exposure (IE here there's an art community that is growing in leaps and bounds).

I guess, the first to do is ask-Why would people want to come to this town to visit? Write up a proposal with all the areas you can find out about. Maybe ask them for thier input, are there areas they REALLY would like to see highlighted?
