No great insight, but I make a major effort to attend any festival where one of my movies is screening. It's a great opportunity to meet other filmmakers, both at my own screening and at other people's movies and of course social events. I've made some great contacts that way, including people I've gone on to work with and many who I hope to work with in the future.
Not all festivals yield equal contacts, but I've gotten at least one decent one at every fest I've attended. And of course you need to follow up via email and/or social media.
