Scrolling Text in Broadcasting

Hi everyone,

I know this is a film forum, but I have a question and I'm hoping the software experts on here could point me in the right direction.

I'm in my third year in my high school's video production class. We have a new teacher this year and unfortunately he's not very broadcast-savvy. (Not really sure why he's teaching us, but that's another discussion...) Anyway, we record a daily TV broadcast of the school announcements to mini-dv tape and play it for the school later in the day. The teacher wants to find a way to have text scroll over the video without adding it in post. We only have an hour or so to record the show, so we simply wouldn't have the time to tape the show, capture the footage, add the text in Final Cut, and record it back to tape. Could anyone give me an idea of how we could set up a way to broadcast live scrolling text? Our budget is very low and this would be a long-term goal, unless there's a way to do it on the cheap.

Is there any way to set up live scrolling text using Final Cut Express?
