iikii (?), I looked up the Singapore Film Commission, from what I plucked frpm their website, they prefer dealing with one individual on a project, and that's typically the producer. You're already the producer, you just don't have the fancy title and the fat cigar.
It'll depend on what they call a producer. They might mean an established producer. If they do, then you'll have to establish yourself and produce some projects first.
Anyone can be a producer, but if you are trying to get funding they probably want to see someone with a few films to his/her name. Try and hook up with someone who has a bit of experience in producing short films and maybe has some festival cred.
