Premiere Pro/Final Cut Pro---Low Quality????????

Every time I tried to export content using premiere Pro CS4 using the encoder, I get the low quality footage even though it is uncompressed. The imported footage is Microsoft AVI format. I tried to export into WMV, avi, mpeg, mpeg2, mp4 and all other formats but still get a low quality video with scope. Even with Final Cut Pro, I had the same trouble while trying to export the movie. Can some one help me with this?
