Obtaining "Film-Look"

Hi everyone.

Do editing programs such as Premiere have the ability to give digitally-shot movies a "film-look" that is equal in quality to movies shot at 24p? And if so, is it therefore a waste of money to pay extra for a camcorder on account of its 24p- or other such frame rate- feature?

The frame rate isn't what give a movie the "film look".

The lens does. And lighting can give a movies shot on DV a much
better look. A poorly lit 24p movie isn't going to look as good as a
well let 60i movie.

But I don't think 24p is a waste of money.
 
24p will help rid your footage of that ultra-realistic movement that is associated with the faster frames per second. The 'film look' is a combination of things - lighting, camera angles, and color correction.
