Need very rough estimate for huge ext. scene

Hi there

If anyone would be so kind as to give me a rough cheapest or high-low estimate in $ of what the following scene would/should cost if filmed using 10 DSLR cameras (panasonic gh2) as example. The scene must be shot on prime built up (not desolate) beachfront with a pier. The area should be approx. 2 miles long.(3 km)
the scene will consist of the following stages

1. 2 pedestrian fugitives running from a police helicopter towards beach, then jump on jet-ski.
2. chase continues with heli. chasing jet-ski 1km to pier.
3. 10-15 police cars chase 1 fugitive car at the same time on road next to ocean, parallel to jet-ski chase.
4. All vehicles (air,sea and land) arrive at the same time at pier with about 200 extra's.
5. there is already 5-10 fire and emergency vehicles and 5 sea rescue boats with divers etc. at the pier attending to the Boeing 737 airplane crash scene (crash happens earlier-daytime)
6. there is an explosion from one of the damaged 737 wings caused by the fugitives
7. Another helicopter is hijacked from the rescue scene. the chase continues with police heli following hijacked heli. and ground vehicles continue with second part of car chase for approx. 1 mile further.
8. there will be approx. 9 intersections from only one side to be blocked by traffic officials.

THIS IS AN APPROX. LIST OF VEHICLES ETC INVOLVED

1. 3 helicopters (1 FOR AERIAL FILMING)
2. 9-15 police cars
3. 2 fugitives on foot running
4. 1 jet-ski
6. 5-8 ambulance vehicles
7. 3-5 fire trucks
8. 1 fuel explosion on water
9. Closing off 3km (1.5 miles) of busy beachfront road. (car chase)
10. 10 cameramen with DSLR cameras
11. 20 security people
12. closing of every intersection or street (9)
13. 200-250 extras on pier and surrounds
14. 5 large lights.
15. lots of other smaller stuff.
16. 3-5 sea rescue boats

Assume that the extras are volunteers(non paid)

this going to be done the Indie way so I need to plan a real lowest budget scenario for the fund raising budget. I have provided a previz of the scene plan for reference

The rental fees for Police Cars, helocopters (1 for filming),
ambulances, fire trucks and rescue boats will be different
in each country. I know the rates in California but you will
have to check for the rates in South Africa. Here in CA all
that will cost between $80,000 and $120,000 per day.

Here in the States a cameraman with DSLR equipment is
between $300 and $500 per day. Times 10; figure $5,000
per day. A fuel explosion will cost about $1,800. I don’t know
what the rate in South Africa is for on set security for major
stunt (car chace) scenes is, but here in the States figure on
$400 per person, per 12 hour shift.

What you’re doing isn’t really considered low budget. But it’s
good that the extras will work for free. 200 extras at even
$60 per day is a huge $12,000 per day.

Thank you for the info!

The reason I need this info is to better get a realistic budget to compare the normal average rates to what I can do it for as when I need to get funding for the project. I need to show the production value to mostly US citzens.

Nobody in SA has even tried anything close to this. This is going to be the basis of my Indiegogo campaign because I can get it done for under $1000 dollars (one thousand)

In fact I have already attempted it before and was told that it couldn't be done so on the day the Pro film crew was supposed to be there, they did not show and dropped me so I had to grab 5 local students with mini dv cameras and let them shoot anything they could to let me use it as a test run. Needless to say the next day the people from Cape Town were shocked when they saw I actually did it. But it was too late so it was a waste. This time I will do it myself with people I have chosen, and thanks to technology the equipment is much cheaper now (that was filmed n 2001)

This time though I have the footage and newspaper article as proof.

RE: shot scene

I think I sent you a PM. I was ready to shoot the scene in 2001. I had organised a pro film crew to arrive from Cape Town to film the scene but they did not show up, I later found out that they did not come because they didn't believe me. So because I could not postpone the event I had to quickly get as many local students as I could to film whatever they could so that at least I would have some footage and I considered it a test run. So all I had was an amazing scene filmed in a very unprofessional way.

I now have to do it all over again so that it is usable. I am raising minimum funds to get a proper crew for this scene and I need an estimate to show the funders, the production value of the scene.

It would only cost me about $1000 to arrange the scene again. I need to show the funders that a similar scene would cos x amount of $ if done somewhere else.
