I need 3 cat's eyes blinking slowly in the dark fx for a movie scene, but don't have funding for it.Any idea how to do this cheaply?

First part is sorting out how to create the eyes. You could shoot something which is a nice place to start with any composite because something is grounded in reality. Take a look at some actual cat eyes for reference, I think with LEDs you may be able to create something.
You could also add some stills of an actual cat eye to help sell it. You could animate them off and on.
Do you have access to After Effects? That is about as cheap a compositor as I can think of. Fusion may be free now for Windows as well. Or you could hire a VFX artist and get it done well.
