Looking for audio sofware

lol my bad. PC, as for budget. not sure. if you could name a few under at least 1000 that would be greeeeeeaaaaaaaaaaatttt. I am using it for basic editing dialogue i really can't stand audacity it is just to sloppy for me.

sure.. you should be able to buy an IO box that comes with a version of ProTools for that much..
I use cubase, but that's just what I with started many many years ago and I know it best.

For video \ film, if you have Creative Suite CC, don't ignore adobe audition it integrates very well with the other tools, has some very good out of the box noise reduction, multitrack etc.

I sugest you sign on with adobe production suite premium CC, its well within you budget (if you string out the payments for a year or two) plus you get a LOT OF THE BEST TOOLS for video. Adobe has great student pricing.. and very liberally with what is a "student"

There's a PT11 + MBox Pro deal for under $700.

The Express version is under $250 but will not be as "deep" as the full version, and the interface will be much more limited.

Yup.

Part of audio editing is having some decent speakers and at least a nod in the direction of sound treatment, so you may want to consider figuring that into your budget as well.
