How could I get the license of a film music?

--Synchronization License: This is the right to synchronize a song
or a piece of music with your visual image. It must be obtained
from the copyright owner of the music, which is usually the
publisher. You can find out who the publisher is by using ASCAP's
Clearance Express (ACE) at http://www.ascap.com. Songs
that are not represented by ASCAP might be found at the National
Music Publishers' Association "Songfile" website
http://www.nmpa.org. You will be provided with a
contact at the publisher's Business Affairs or Licensing
Department.

--Master Use License: This is the right to reproduce a specific
recording of a song in your film. You clear this right with the
record label who owns the specific recording you would like to
use; see the liner notes of the recording to find out which
company this is. Alternatively, you can get contact information
for record labels by calling ASCAP's Film/TV Department. You will
be provided with a contact at the record label's Business Affairs
Department.

1-Can I ask my questions in specific case? I mean, can I write here the name of the movie I want to use its music, or the name of companies?

2- I have some additional problems. The first is that the composer has passed away. The second is that the recording company has been dissolved.

1. Yes. You can write here the name of the movie and the names of the
companies.

2. The composer may not have owned the rights. the recording company
may not have owned the right. You will need to research the publisher.

2- I have recently made my first short film. As it is my first work, I had to make it with my private individual budget that is considerably low budget. I proved impossible for providing budget to buy the license of the music.
Could I be hopeful to get the license for free?

Composed by Bernard Herrmann. Very popular. The studio
will not own the publishing rights. Use the links I gave you
to find who does.

I have searched the titles "Taxi Driver", "Bernard Herrmann" using the websites you gave me and I didn't find anything.
I even googled them but it came to nothing.
