If I wanted to use a small section of a song, am I allowed to use a specific amount of the song for free eg. 20 seconds? Thanks

As I understand it, the only way you can use it is if the way you use it falls under the Fair Use Act.

.....I don't know exactly what you need, but Google music in their public domain. You will be surprised at what is available. There is also lots of good stock music out there. Or post on this site what you need. Lots of musicians out there that want to get their music out there .
