Note: These are the two titles I thought of, I don't know which one is good...
Sewer 9, located just outside a big city, provides shelter for a group of homeless persons. Among them is Jack, a former Navy SEAL soldier. Jack and Diane Jackson " DJ", a superior officer, had a secret relationship, and this caused the envy of lieutenant Brian Daniels, who was also in love with DJ. Brian framed Jack, so he lost everything and went to jail. After that, he became homeless.
Everyone in Sewer 9 loves and respects Jack. His " nest "(a kind of underground home) is the largest of them all, and people try to help him and comfort him in any way they can. One day, Jack ventures further into the sewers than usual, in search for food. He stumbles upon a young velociraptor. At first, Jack is frightened, but the dinosaur manages to somehow telepatically communicate with Jack. Jack understands that the animal is alone and that his nest was destroyed when another sewer section crumbled upon it. Jack adopts the velociraptor.
Jack and his new companion, whom he names Spyke, explore the sewers and find a kind of stone with strange symbols on it. Jack touches it, and information pours into his head. Millions of years ago, aliens saved the dinosaurs from the asteroid that supposedly whiped them all out. Some where taken to other planets, while some where returned on Earth. During this time, they evolved into intelligent beings capable of telepaty, among others. Dinosaurs understood they have to stay hidden. And, at the highest levels, the military knows all this. Including Brian.
When a group of teens venture into the sewers, they accidentaly stumble upon Jack's " nest ", and film the velociraptor. They post the clip on YouTube. The government deletes the video soon, but some people decide this isn't enough. They entrust Brian and Diane(DJ) with the task of eliminating Spyke and whatever dinosaurs they can find. Brian decides the teen should be dead as well. Jack realizes this, so his next move is to protect the teenagers. He fails to protect the first one. He slaughters the attackers, though. He moves to the next teen's house, where he encounters DJ.
Jack takes out her soldiers and confronts her. After a debate, Jack makes DJ switch sides. With her help, they take the other teenagers to safety. Spyke does his share of the fight. Armed SWAT officers and other cops are no match for his claws and teeth! DJ tells Jack Brian keeps other dinosaurs in secret labs. He leads a program which tortures these creatures and makes experiments on them. DJ calls her superiors and goes to a meeting in order to: a) Convince the military to end Brian's experiment program and b) Find a better solution for Spyke and his kind.
But Brian doesn't want to stop. Regardless of his new orders, he is determined to continue. He doesn't care about Spyke or the dinosaurs. All he wants is to inflict Jack more pain and eventually kill him. His hatred for him blinds Brian, who would do anything to destroy Jack's life again. For this purpose, he will try to dispose of the two beings Jack cares about: DJ and Spyke. Jack and Spyke rescue DJ from an ambush, help her fight her way out of a building and battle Brian's troops. In the end, Brian wants to assault the Sewer 9 itself. His plan is to blow it all up, regardless of the people there. Jack, DJ and Spyke have to take out all trucks who carry explosives.
They thwart this plot, but Brian's forces are already next to the sewer's entrance. This forces Jack and his allies to put up a fight to defend it. This final battle has Jack and DJ fight dozens of Brian's troops, until Brian brings in his most formidable weapon: A T-Rex!!
The tyrannosaurus' skin is impervious to rockets and bullets, so he lays waste to the homeless and other forces(cops and soldiers who fight alongside Jack and DJ). Spyke " tells " Jack that Brian controls T-Rex's mind through a device. To disable it, Jack must make his way to a military truck. Jack kills all opposing troops and disables the device. The T-Rex is free again.
Jack battles Brian through the sewers. But Brian already filled the place with C-4, so everything crumbles around them. They have to be careful, as each step could be their last. Jack defeats Brian. Spyke and a pack of velociraptors move in to finish him off! Brian suffers a gruesome death at the hands of the dinosaurs.
DJ gives him good news: The government decided to give Jack a superb mansion on a private island. The island will also serve as a park for some of the dinosaurs. Others will still live deep within the sewers, in places where no man will ever set foot. The island's security systems will shield its existence from everyone! Not even Google Earth will display it... Jack marries DJ. Spyke finds a girlfriend(velociraptor) and forms a couple with her. Jack also hires all of Sewer 9 homeless according to their skills. Some become gardners, others become chefs, others are security guards, cleaners, pool supervisors, etc. And they live happily ever after!
