How to approach Production Crew

If you have a script which you want to direct (Short Film)...How have people approaches Productions crews (now im not talking about top studios, but possible local ones, or Production crews which mainly complete low / micro budget Short Films)???
 
I worked at a production company before going to film school (I was an office assistant, occasional stage hand), for us all people did was call us though our normal contact numbers (sometimes email) and ask about what we had available for what costs.

From there we'd go on to looking at their script, budget, schedule, and start locking down dates and times.

With small studios it is a pretty straightforward process, however, if they're unionized, it may be more complicated.

We reached out first to crew who one of us (producers, line producer, director) had worked with previously. Then moved on to crew who people we knew (and respected) had worked with & recommended, and opened the conversation with that.

Also, assuming you're going non-union, be sure to know in advance what you can/will pay for each position.
