How does one use this type of imagery in their film, documentary, and TV project?

Oftentimes in documentaries, films, and tv projects I've seen people use graphic/images that appear to be --for example-- a replica of a newspaper article relevant to the works subject of discussion.

How are the creators of those works able to do that? What tools did they use? Has anyone here had experience doing it? If so, how was it done then ? Was it easy? Hard? Depended?

How could one use a hard copy newspaper that reported an incident in a video work --similar to what was shown above? How could they use it as a supporting graphic for narration, and then highlight and further detail excerpts taken from it at will? An online website with relevant information? A legal document? A document other than a legal one relevant to the subject discussed?
