I feel like my Canon Vixia HF M40 isn't giving me the best quality it can. I edit with adobe after effects CS4 and adobe premiere pro CS4. Any Suggestions?

Hard to suggest anything if you don't explain what you mean by not getting the 'best' quality from the camera. I'd start with what you're shooting though - what level of gain are you shooting at? Are you lighting things at all?
Might want to look into your lighting to start. If you are not lighting your scene to get the best image, everything gets muddy from the word go.
I know nothing and have no experience. I've only done a little reading, research. But, because I've looked into that camera a bit...
Are you going for 24p? If so, are you using something like Cineform to inverse telecine your video? Maybe that could help.
