Having a problem with interlacing

I'm having a problem with interlacing.

When I play back my finished project (with realtime player/quicktime) the image interlaces, specifically when a shot transitions to white.

This is what it looks like (ignore the boxes),

My editing program is Final Cut Express and my export settings are: 1920 X 1080 16:9 (pre-selection), h.264 set on high, 6400kbps.

What can I do to eliminate this?

Did you shoot interlaced?
Or does the timeline have interlaced settings?
Or is the export set to interlaced in stead of progressive?

try the deinterlace effect before exporting, i haven't used fcp7 in awhile (it's on my other computer), but normally that solves my issues

No, I shot progressive.

I'll try the de-interlace effect.
