The noir film really needs help with the sound.

Have you tried audacity to check what you can do on the sound. You probably won't be able to fix it, but there is always some improvement to be made.

Also you can practice with voice over, this is used on many films, and it takes quite some practice to get it right (I still don't manage). Also you can use voice from another take that has similar speed, if you did enough takes... that worked for me a few times.
